Pension Plan Heads Session, Deals A Possibility New York, May 19 -National Football League owners and officials open a three-day spring meeting on Tuesday with the players' retirement plan and a future rule change the chief orders of business. 'The sessions are a carry-over from January's annual league, meeting, held this year in Florida, and will clean up unfinished business from that conclave plus other matters which have since arisen. There is also the ever -present possibility of player trades that inevitably emerge from the smoke-filled rooms when teams' general managers get together. Pete Retzlaff, Philadelphia's talented end who heads the N.F.L.

Players Association, will address the owners on the player benefit plan. The owners are expected to finalize the retirement phase of the benefit plan. This includes the medical, sickness, and group life insurance phases. In January, the players association asked commissioner Pete Rozelle to restrict pension and health benefits to members of the players association. Rozelle has put the proposal under study, after consultations with Internal Revenue Service officials.

The rule change will involve setting up a permanent "sudden death" condition for both the Pro Bowl and Runner up Bowl. The Play-off Bowl, held after the N.F.L. title game, used the rule last year first time while the Pro Bowl, in mid. has had it on occasion, but only through special decree of the commissioner. Back Judge Notes Time The league will look further into the possibility of synchroniz-1961.

A radio signal activates the scoreboard clock, assuring synchronization. The innovation will be used in exhibition games and in regular season games where both teams agree.

It is expected to get final consideration at next January's meetings. McCann, the new director of the Hall of Fame in Canton, Ohio, will report on the progress of setting up the shrine. McCann took over his duties this spring after resigning from the Washington Redskins, where he served as general manager. The January meeting reported that there was already $140,000 in the till, with another $210,000 still to be raised. Business managers, general managers and other team officials will discuss purely club matters on Tuesday, with the league meetings to be held the next two days.

Tester Wins Modified Feature At Dorsey Bob Tester, track champion at Dorsey Speedway for the past two seasons, took the lead on the fourth lap and raced to his first modified feature victory of the season. With Tester showing the way, the only race was between Pete Kantorsky and Ace Cannupp for second place honors.
